HOLLAND CHARTER TOWNSHIP BOARD OF TRUSTEES
Regular Meeting
October 7, 2010
The Treasurer called the meeting to order at 7:00 p.m.
Present: Supervisor Terry Nienhuis, Clerk Michael Dalman, Treasurer Vince Bush, and Trustees Arlan Hossink, Norm Nykamp, and Joe Baumann. Also present was Township Manager Donald Komejan.
Absent: Trustee Chris Eaton
The Pledge of Allegiance was recited and Mr. Komejan gave the invocation.
10-118 The minutes of September 16, 2010 were approved as written.
Citizen comments: None
Mr. Nienhuis opened a public hearing to consider a transfer request for an Industrial Facilities Exemption Certificate submitted by Wagner Wood Products. Present to answer questions and explain the project was Duke DeLoo.
The request is to transfer IFT Certificate No. 2001-141 from Great Lakes Woods, Inc. to Wagner Wood Products. The district was established in 1986.
Mr. Nienhuis closed the public hearing.
10-119 A resolution was offered by Mr. Baumann and supported by Mr. Nykamp to approve the transfer request for an IFT Certificate No. 2001-141 from Wagner Wood Products for the remainder of the certificate.

Mr. Nienhuis opened a public hearing to consider a request for an Industrial Facilities Exemption Certificate submitted by WelchDry, Inc. Present to answer questions and explain the project was David VanderHeide.
The request is for $229,176.00 in real property costs and $480,000.00 in personal property improvements for a total of $709,176.00. The district was established in 1994.
Mr. Nienhuis closed the public hearing.
10-120 A resolution was offered by Mr. Hossink and supported by Mr. Baumann to approve the request for an Industrial Facilities Exemption Certificate from WelchDry, Inc. for twelve years.

At this time Mr. Nienhuis opened a public hearing to consider the proposed Barnabas Ministries Planned Unit Development project. This project has been approved by the Planning Commission.
Bob McFarlane, Travis Vruggink, and Lori Jo Shepherd were present to describe the project and answer questions.
Various citizens shared input. The first citizen was Ivan Brand representing several citizens. He shared a letter expressing their concerns. Various other citizens, including Bill and Paula Gritter, expressed their thoughts, Mr. Nienhuis summarized letters from citizens.
Mr. Nienhuis closed the public hearing.
Board members shared questions. Mr. Hossink stated that one requirement of the Planning Commission was that this was not a lock down facility. Ms. Shepherd said that she agreed with this. This will be added to the PUD Agreement. Mr. Nienhuis also shared his thoughts on the project.
10-121 A resolution was offered by Mr. Baumann and supported by Mr. Nienhuis approving the Barnabas Ministries Planned Unit Development project and adopts the report attached to the resolution as Exhibit B.

Mr. Nienhuis opened a Dangerous Building Hearing for 171 Manley. Mr. Nienhuis reviewed the order of the hearings officer. He asked for audience input regarding this matter.
10-122 A motion was offered by Mr. Bush and supported by Mr. Dalman to approve the order of the hearings officer including a requirement for owner demolition within sixty days.

10-123 A motion was made by Mr. Bush, supported by Mr. Hossink, to authorize the Township Manager to proceed with demolition services, bill the owner for the costs, and add the cost of demolition as a tax lien if not paid by the owner within thirty days of the date of invoice.

Mr. Nienhuis brought one new appropriation agreement to the Board. He recommended that Disability Network/Lakeshore be awarded $750.00 for their Livable Communities Event.
10-124 Moved by Mr. Baumann, supported by Mr. Nykamp, that Disability Network/Lakeshore be awarded $750.00.
Mr. Baumann introduced and the Board held a first reading for property located at 13281, 13261, 13229 Riley St and 3225 – 132nd Ave. – I-1 Industrial to C-2 Commercial.
Township Manager Komejan reviewed building permits for September and a year-to-date comparison. He also shared several informational items.
The meeting adjourned at 9:00 P.M.
