HOLLAND CHARTER TOWNSHIP BOARD OF TRUSTEES

Regular Meeting
May 3, 2018

The Supervisor called the meeting to order at 7:00 p.m.

Present:  Supervisor Terry Nienhuis, Clerk Michael Dalman, Treasurer Vince Bush, and Trustees Elliott Church and Norm Nykamp. Also present was Township Manager Steve Bulthuis and Community Development Director John Said.

Absent:  Trustees Doug Becker and Russell TeSlaa

The Pledge of Allegiance was recited and Mr. Bush gave the invocation. Mr. Nienhuis welcomed guests Sheriff Steve Kempker, Brent Converse, and Andy VanderPloeg from the Ottawa County Sheriff’s Office.

18-50  A motion was made by Mr. Bush, supported by Mr. Nykamp, to approve the consent agenda including communications, operational reports (Building Report for April 2018), bills and financial transactions for April 2018, and the minutes of the April 19, 2018 meeting as written.

All supported the motion
Motion declared adopted

Citizen’s Comments:  Nineteen people from various West Michigan communities spoke in support of medical marijuana. Two Township citizens spoke about the proposed Zoning Ordinance Update.

Next the Board had two presentations on the topic of Medical Marijuana. Ms. Paula Givens, Medical Marijuana Compliance Attorney from Oak Park, MI, presented information to the Board in support of medical marijuana. She also had two additional supporters speak during her presentation.

Next, D/F/Lt. Andy Fias of the Michigan State Police gave a presentation for the Board’s information. He presented many facts and information if dispensaries were allowed in Holland Township. Sheriff Kempker also addressed the Board and supplied booklets of information.

The Board then held a second reading and considered for adoption Ordinance No. 579 – Holland Charter Township Zoning Ordinance. Mr. John Said, Community Development Director, was present to answer questions. Mr. Church asked Mr. Said to summarize major changes and/or additions. These were reviewed with the Board.

18-51  A motion was made by Mr. Nykamp and supported by Mr. Nienhuis to adopt Ordinance No. 579 – Holland Charter Township Appendix A - Zoning Restatement Ordinance.

Roll call vote: Yes-5, No-0, Absent-2
Motion declared adopted

The Board held a second reading and considered or adoption one rezoning request:   2727 North 120th Ave. – Parcel No. 70-16-16-400-036 – Agricultural (A) to General Commercial (C-2)

18-52  A Resolution was offered by Mr. Nykamp and supported by Mr. Dalman to adopt Ordinance No. 580 – Rezoning 2727 North 120th Ave. – Parcel No. 70-16-16-400-036 – Agricultural (A) to General Commercial (C-2).

Roll call vote: Yes-5, No-0, Absent-2
Resolution declared adopted

The next item on the agenda was the consideration of several appropriations recommended for approval by the Appropriations Committee. The organizations include: Community Foundation Holland Zeeland ($8790), Evergreen Commons Senior Center ($5000), Good Samaritan Ministries ($4000), Holland American Legion Band ($3000), Holland Chorale ($1400), Holland Civic Theatre ($500), Holland Recovery Fest 2018 (Greater Ottawa County United Way fiduciary - $500), Holland Symphony Orchestra ($3500), Hospice of Holland ($2500), Outdoor Discovery Center Macatawa Greenway (Greenway work - $13,000), Ottagan Addictions Recovery – OAR ($1000), Resthaven Patrons, Inc. ($3000). The total appropriation amount is $46,190.

18-53  Mr. Bush offered a resolution, supported by Mr. Nykamp, to approve appropriations in the amount of $46,191 to various organizations.

Mr. Bulthuis reviewed his informational update.
