HOLLAND CHARTER TOWNSHIP BOARD OF TRUSTEES

Regular Meeting
June 1, 2017

The Supervisor called the meeting to order at 7:00 p.m.

Present: Supervisor Terry Nienhuis, Clerk Michael Dalman, Treasurer Vince Bush, and Trustees Doug Becker, Elliott Church, Norm Nykamp, and Russell TeSlaa. Also present was Township Manager Don Komejan.

Absent: None

The Pledge of Allegiance was recited and Mr. Nykamp gave the invocation.

Citizen’s Comments: Amanda Price, former State Representative, now working for State Senator Arlan Meekhof, addressed the Board and welcomed communication from Township representation.

17-46 A motion was made by Mr. Nykamp, supported by Mr. TeSlaa, to approve the consent agenda including communications (appreciation letters regarding appropriations), operational reports (Monthly Building Report for May 2017), bills and financial transactions for the month of May, and the minutes of May 18, 2017 as written.

Motion declared adopted

At this time, the board considered a resolution regarding efforts to preserve properties along the entirety of the southern end of the proposed M-231 limited access route. Mr. Nienhuis reviewed the history of the project and reviewed Phase 1 and 2 of the project. Mr. Komejan reviewed details from the proposed resolution.

17-47 A resolution was offered by Mr. Becker, supported by Mr. Church, to support the efforts to preserve properties along the entirety of the southern end of the proposed M-231 limited access route.

The Board then considered approval of the White Oaks Tentative Preliminary Plat. This is a 21-acre policy and original plans were approved in 2006. A new developer, Matt Wickstra, has purchased the property and the plan is basically the same as it was in 2006 with 52 building sites proposed instead of the original 55. One citizen, Mr. DeVries, shared concerns about this development which is directly to the north of his residence: landscape screening and safety concerns with the location of the entrance.

17-48 A motion was made by Mr. Nykamp, supported by Mr. Bush, to refer the White Oaks Tentative Preliminary Plat back to the Planning Commission to consider Mr. DeVries’ concerns.

17-49 The Board held a second reading and consideration for adoption one rezoning request – 0 Mason Street (Vacant) Parcel No. 70-16-35-100-071 from Agricultural (A) to Single-Family Residential (R-1). A resolution was offered by Mr. Becker, supported by Mr. Nykamp, approving Resolution No. 570 which adopts the following rezoning request – 0 Mason Street (Vacant) Parcel No. 70-16-35-100-071 from Agricultural (A) to Single-Family Residential (R-1).

Roll call vote: Yes-7, No-0, Absent-0
Motion declared adopted

The Board reviewed the proposed HCT Social Media Policy. Mr. Komejan reviewed proposed Township use of social media. Board members shared comments. Mr. Bush commented that he would like to see our social media used for information rather than public comment. Mr. Church asked for data regarding what municipalities have social media in Ottawa County. Discussion occurred regarding the proposed policy. Further information will be gathered. Board members will be given the opportunity to review the policy and offer changes prior to approval at a later meeting.

Township Manager Komejan reviewed highlights of the 2018-2023 Capital Improvement Plan (CIP). The Board will be given the opportunity to provide input to this plan at the June 15 meeting and will consider approval of the 2018-2023 CIP, as adjusted, at the July 20 Board meeting.

Mr. Komejan reviewed several additional informational updates. Committee members shared reports. Mr. Bush asked for information on plats and planned unit developments and shared one road concern. Mr. Nienhuis thanked the representatives from the Daughters of American Revolution who placed flags on the graves of veterans in North Holland Cemetery for Memorial Day.
